of Federal State Budgetary Educational Institution of Higher Education «Bratsk State University»

for training in educational programs of higher education ( Bachelor’s degree programs, Specialist’s programs, Master’s degree programs )

1. General provisions

1. These admission rules (further – Rules) of Federal State Budgetary Educational Institution of Higher Education "Bratsk State University" (further FSBEI HE "BrSU") regulate the admission of the Russian Federation citizens, foreign citizens and persons without citizenship (further entrants) for training in educational programs of the higher education (Bachelor’s degree programs, Specialist’s programs, Master’s degree programs) at FSBEI HE "BrSU"

2. FSBEI HE "BrSU" declares the enrolment for training in Bachelor’s degree programs, Specialist’s programs, Master’s degree programs (further respectively – enrolment on training, educational programs) in the presence of the license for carrying out educational activities for the appropriate educational programs.

3. Individuals having general secondary education are allowed to the training in Bachelor’s degree programs, Specialist’s programs. Individuals having higher education of any level are allowed to the training in Master’s degree programs.

Individuals having the education of the confirmed appropriate level are allowed to the training in educational programs:

for admission to the training in Bachelor’s degree programs, Specialist’s programs – the document on the secondary general education or the document on secondary vocational education, or the document on the higher education and on qualification;
for admission to the training in Master’s degree programs – the document on the higher education and on qualification.

Entrants submit the documents verifying the education of an appropriate level (further – the documents of government-approved form):

the education document or document on education and on qualification of government-approved form set by the federal executive authority performing functions on development of a state policy and normative legal regulation in the field of education or the federal executive authority performing functions on development of a state policy and normative legal regulation in the field of health care or the federal executive authority performing functions on development of a state policy and normative legal regulation in the field of culture;
the document of government-approved form on education level or on education level and on qualification received till January 1st , 2014;
the document on education and on qualification of government-approved form set by the federal state budgetary educational organization of the higher education (Federal State Budgetary Educational Institution of Higher Education) "Lomonosov Moscow State University" (further - Lomonosov Moscow State University) and the federal state budgetary educational organization of the higher education (Federal State Budgetary Educational Institution of Higher Education) "St. Petersburg State University" (further - St. Petersburg State University), or approved form set on a solution of collegiate organ of management of the educational organization if the specified document is issued to the person which successfully passed State Final Examination;
the document on education or on education and qualification, issued by the private organization carrying out educational activity in the territory of the innovation center "Skolkovo";
the education document (documents) of the foreign state on education or on education and on qualification if the education specified in it is recognized on in the Russian Federation at the level of the corresponding education (further - the education document of the foreign state).

4. Admission is performed for the first year of studies.

5. Admission is performed within planned enrolment figures of training provided by federal budget allocations (further respectively - planned figures, budget allocations) and under the agreements on education signed for enrolment on training provided by natural and (or) legal entities (further - agreements on rendering fee-paying educational services).

Within planned figures are selected:

admission quota for training in Bachelor’s degree programs, Specialist’s programs provided by budget allocations for handicapped children, disabled people of the first and second groups, handicapped person from childhood, disabled people owing to the military injury or a disease got during the military service (to which according to the conclusion of federal institution of medico-social examination, training in the relevant educational organizations is not contraindicated), orphan children and children without parental support, and also persons from among orphan children and children without parental support (further – a special quota). The special quota is established by FSBEI HE "BrSU"" in the amount of not less than 10% of the general planned figures for admission to each course of training, specialty;
training quota for target admission.

6. Admission for the training provided by budget allocations is carried out on a competitive basis if other is not provided by the Federal law No. 273-FZ.

Admission for the training for the places under agreements on rendering fee-paying educational services for natural and (or) legal entities is carried out on the basis of the plan of admission to the places provided with agreements at the expense of means of natural and (or) legal entities on the conditions determined by these admission rules.

7. Admission for training is carried out:

1) for Bachelor’s degree programs and Specialist’s programs (except for enrolment of the persons having the right to admission to training without entrance tests):

based on the secondary general education - on the basis of the results of the Unified State Examination (further - USE) evaluated on a hundred-point scale which are recognized as results of entrance tests, and (or) by the results of the entrance tests conducted by FSBEI HE "BrSU" independently in the cases set by the Admission Rules;

based on the secondary vocational or higher education (further - vocational education) - by the results of the entrance tests conducted by FSBEI HE "BrSU"" independently (Appendix 1);

2) for Master’s degree programs - by results of the entrance tests conducted by FSBEI HE "BrSU" independently (Appendix 2).

FSBEI HE "BrSU" carries out the enrolment on the following conditions:
separately for full-time, full time and correspondence, correspondence forms of education;
separately for Bachelor’s degree programs, Specialist’s programs, Master’s degree programs depending on their orientation (profile).

9. For each set of conditions of admission separate lists of entrants are formed and separate competitions are held on the following bases of admission:

1) within planned figures:

for places within a special quota;
for places within a target quota;
for places within planned figures except for a special quota and a target quota (further – the general places within planned figures);

2) for places under agreements on rendering fee-paying educational services.

FSBEI HE "BrSU" holds a uniform competition for the entrants in Bachelor’s degree programs, Specialist’s programs based on different education levels of identical admission conditions and identical admission bases.

10. Admission for training which depends on the orientation (profile) of educational programs is carried out in each Bachelor’s degree program within the training course, in Specialist’s program for each specialty in general, in each Master’s degree program within the training course.

11. For enrolment to training the entrants submit the application for admission with the necessary documents enclosed (further - the documents necessary for admission; the documents being filed for admission; the filed documents).

12. The person to whom the power is granted by the entrant (further - the authorized representative) can submit the documents necessary for admission to FSBEI HE "BrSU", withdraw the specified documents, perform other actions which don’t demand the personal presence of the entrant while presenting the certificate of authority in accordance with the established procedure on implementation of the corresponding actions.

13. Organizational support of carrying out the admission for training is performed by the Central Admission Committee (further CAC) created by FSBEI HE "BrSU". The chairman of the Central Admission Committee is the rector of FSBEI HE "BrSU" which coordinates and controls the work of CAC. The chairman of CAC assigns the responsible secretary of CAC who organizes the work of a selection committee, and also personal admission of the entrants, their parents (legal representatives), authorized representatives.

For carrying out entrance tests FSBEI HE "BrSU" creates the examination and appeal committees in the order determined by it.

Credentials and operating procedures of the Central Admission Committee are defined by the regulations on it approved by the rector of FSBEI HE "BrSU". Credentials and operating procedures of the examination and appeal committees are defined by the regulations on them approved by the chairman of CAC.

14. For admission to training within planned figures on full-time and full-time and correspondence forms of education the following terms of admission are established:

1) for Bachelor’s degree programs and Specialist’s programs:

the beginning date of the acceptance of documents necessary for enrolment is June 20th ;
the end date of the acceptance of documents necessary for enrolment from the persons entering the training in the results of the entrance tests which are carried out by FSBEI HE "BrSU" is July 11th ;
the end date of the entrance tests conducted by FSBEI HE "BrSU" independently, the end date of acceptance of documents necessary for enrolment from the persons entering the training without passing the specified entrance tests (further – the end day of documents acceptance and entrance tests) is July 26th .

2) for Master’s degree programs:

the beginning date of the acceptance of documents necessary for enrolment is July 4th ;
the end date of the acceptance of documents necessary for enrolment is August 10th .

15. On admission for training for agreements on rendering fee-paying educational services on full-time and full-time and correspondence forms of education the following terms of admission are established:

1) for Bachelor’s degree programs and Specialist’s programs:

the beginning date of the acceptance of documents necessary for enrolment is June 20th ;
the end date of the acceptance of documents necessary for enrolment is August 19th .

2) for Master’s degree programs:

the beginning date of the acceptance of documents necessary for enrolment is July 4th ;
the end date of the acceptance of documents necessary for enrolment is August 19th .

16. On admission for training within planned figures in correspondence studies the following terms of acceptance are established:

1) ) for Bachelor’s degree programs and Specialist’s programs:

the beginning date of the acceptance of documents necessary for enrolment is June 20th ;
the end date of the acceptance of documents necessary for enrolment from the persons entering the training in the results of the entrance tests which are carried out by FSBEI HE "BrSU" is August 10th ;
the end date of the entrance tests conducted by FSBEI HE "BrSU" independently, the end date of acceptance of documents necessary for enrolment from the persons entering the training without passing the specified entrance tests (further – the end day of documents acceptance and entrance tests) is August 20th .

2) for Master’s degree programs:

the beginning date of the acceptance of documents necessary for enrolment is July 4th ;
the end date of the acceptance of documents necessary for enrolment is August 10th .

17. For admission to training within agreements on rendering fee-paying educational services for correspondence forms of education the following terms of admission are established:

1) for Bachelor’s degree programs and Specialist’s programs:

the beginning date of the acceptance of documents necessary for enrolment is June 20th ;
the end date of the acceptance of documents necessary for enrolment is October 14th .

2) for Master’s degree programs:

the beginning date of the acceptance of documents necessary for enrolment is July 4th ;
the end date of the acceptance of documents necessary for enrolment is September 25th .

2. Setting the list of entrance tests

18. For admission to training in Bachelor’s degree programs and Specialist’s programs, Master’s degree programs FSBEI HE "BrSU" sets the list of entrance tests (See Appendix 2).

19. For one subject one general education entrance test is carried out.

The results of USE, or the results of the entrance tests conducted by FSBEI HE "BrSU" independently are recognized as the results of general education entrance tests.

20. Separate categories of individuals entering on the base of the secondary general education can enter the university by the results of the general education entrance tests conducted by FSBEI HE "BrSU" independently (further - general education entrance tests for the separate categories of entrants):

1) in any general educational subjects:

a) handicapped children, disabled people;

b) foreign citizens;

c) persons who received the document on the secondary general education within one year before the end day of documents acceptance and entrance tests inclusive if all evaluation tests of State Final Examination passed by them during the specified period on educational programs of the secondary general education are handed over not in the form of USE (or they underwent final certification procedures in the foreign educational organizations and did not pass the Unified State Examination during the specified period);

2) in separate general educational subjects - persons who passed State Final Examination in these general education subjects in the form of the state final exam provided that they received the document on the secondary general education within one year before the end day of documents acceptance and entrance tests inclusive and during this period did not pass the Unified State Examination in the corresponding general education subjects.

21. The persons specified in paragraph 20 of Admission Rules can hand over general education entrance tests for the separate categories of entrants in all general educational subjects in which they were granted such right or to hand over one or several specified entrance tests along with use of results of USE in other general educational subjects.

22. FSBEI HE "BrSU" set the identical list of entrance tests, for the admission based on the secondary general education and based on vocational education. The persons having secondary vocational education can declare the results of USE as an entrance test or pass entrance tests in the form of testing (in writing) according to the list of entrance tests.

Entrants can provide the results of USE as the results of the entrance test (conducted by FSBEI HE "BrSU" independently) based on the vocational education in a general educational subject in which USE is carried out

23. For each entrance test the scale of estimation and the minimum number of points confirming successful passing of an entrance test is established (further - the minimum number of points).

For admission to training in Bachelor’s degree and Specialist’s programs, Master’s degree programs the results of each entrance test are evaluated on a 100-point scale.

For a general educational entrance test the minimum number of points in the Unified State Examination is used as the minimum number of points which is set by the federal executive authority performing functions on control and supervision in the field of education.

3. The special privileges for admission to training in Bachelor’s degree programs and Specialist’s programs

24. The privileges for admission without entrance tests are given to:

1) winners and prize-winners of the final stage of the All-Russian Olympic Games for school students (further - winners and prize-winners of the All-Russian Olympic Games), members of the national teams of the Russian Federation participating in the international Olympic Games in general educational subjects and created in the order set by the federal executive authority performing functions on development of a state policy and normative legal regulation in the field of education (further - members of national teams of the Russian Federation), on the specialties and (or) training courses corresponding to a profile of the All-Russian Olympic Games of school students or the international Olympic Games - within 4 years following after a year of holding the corresponding Olympic Games;

2) winners and prize-winners of the IV stage of the All-Ukrainian student's Olympic Games, members of the national teams of Ukraine participating in the international Olympic Games in general educational subjects - within 4 years following after a year of holding the corresponding Olympic Games if the specified winners, prize-winners and members of national teams are among:

persons who are recognized by citizens of the Russian Federation according to part 1 of article 4 of the Federal constitutional law of March 21, 2014 No. 6-FKZ "On admission of the Republic of Crimea to the Russian Federation and formation of new subjects - the Republic of Crimea and the federal city of Sevastopol as a part of the Russian Federation " (further - the persons recognized as citizens);
persons who are the citizens of the Russian Federation who were constantly living on the date of admission of the Republic of Crimea to the Russian Federation in the territory of the Republic of Crimea or in the territory of the federal city of Sevastopol and were trained according to the state standard and (or) the curriculum of the general secondary education approved by the Cabinet of Ukraine (further - the persons who were constantly living in the territory of the Crimea).

25. Within a special quota handicapped children, disabled people of the first and second groups, disabled people since the childhood, disabled people owing to the military injury or a disease got during the military service (to whom according to the conclusion of federal institution of medico-social examination, the training in the relevant educational organizations is not contraindicated), orphan children and children without parental support, and also persons from among orphan children and children without parental support have the right to acceptance to training.

26. The privilege for enrolment is granted to persons:

1) orphan children and children without parental support, and also persons from among orphan children and children without parental support;

2) handicapped children, disabled people of the first and second groups to whom according to the conclusion of federal institution of medico-social examination the training in the relevant educational organizations is not contraindicated;

3) the citizens aged till twenty years having only one parent - the disabled person of the first group if the average per capita income of a family is lower than the value of the living wage set in the subject of the Russian Federation at the place of residence of the specified citizens;

4) citizens who were affected by radiation during the accident at the Chernobyl NPP and to whom the Law of the Russian Federation of May 15, 1991 N 1244-1 "On social protection of the citizens who were affected by radiation during the accident at the Chernobyl NPP" concerns;

5) children of the military personnel who died at execution of obligations of military service or the dead owing to a mutilation (wound, an injury, a contusion) or the diseases got at fulfillment of duties of military service, including the participation in carrying out counter-terrorist operations and (or) other actions for fight against terrorism;

6) children of the died Heroes of the Soviet Union, Heroes of the Russian Federation and complete bearer of the order of Glory;

7) children of staff of law-enforcement bodies, organizations and bodies of criminal executive system, federal fire service of the Public fire service, trafficking in narcotics monitoring bodies and psychotropic substances, customs authorities, died (dead) owing to a mutilation or other damage of health received by them in connection with execution of service duties or owing to the disease got by them during the service in the specified organizations and bodies and the children who were in their dependence;

8) children of public prosecutor's workers, died (dead) owing to a mutilation or other damage of health received by them during service in bodies of prosecutor's office or after dismissal owing to damnification to health in connection with their office activity;

9) the military personnel who do military service under the contract and whose continuous duration of military service under the contract makes up not less than three years, and also the citizens who did a military service and the entrants with the recommendations of commanders issued to citizens in the order set by federal executive authority in which the federal law provided military service;

10) the citizens doing military service within not less than three years under the contract in Armed Forces of the Russian Federation, other troops, military formations and bodies at military positions and discharged from military service on the bases provided by subparagraphs "b" "-d"" of paragraph 1, the subparagraph "a" of paragraph 2 and subparagraphs "a" - "in" paragraph 3 of article 51 of the Federal law of March 28, 1998 N 53-FZ "On military service";

11) disabled veterans, combatants, and also veterans of military operations from among the persons specified in subparagraphs 1-4 of paragraph 1 of article 3 of the Federal law of January 12, 1995 N 5-FZ "On veterans";

12) the citizens who directly took part in the tests of the nuclear weapon, fighting radioactive materials in the atmosphere, the nuclear weapon underground in doctrines using such weapon and fighting radioactive materials before the date of the actual termination of the specified tests and doctrines, direct participants of radiation accidents liquidation on nuclear installations of surface and underwater ships and other military facilities, direct participants of the works on collecting and burial of radioactive materials, and also direct participants of liquidation of consequences of these accidents (military personnel and persons from among civilian structure of Armed Forces of the Russian Federation, the military personnel of internal troops of the Ministry of Internal Affairs of the Russian Federation, persons serving in railway troops and other military formations, staff of law-enforcement bodies of the Russian Federation and federal fire service of the Public fire service);

13) military personnel, including the military personnel of internal troops of the Ministry of Internal Affairs of the Russian Federation, the staff of law-enforcement bodies of the Russian Federation, criminal executive system, federal fire service of the Public fire service carrying out tasks in the conditions of armed conflict in the Chechen Republic and in the territories adjoining to it carried to a zone of armed conflict and the specified military personnel carrying out tasks during counter-terrorist operations in the territory of North Caucasus region.

27. Winners and prize-winners of the Olympic Games of school students held in the order set by the federal executive authority performing functions on development of a state policy and normative legal regulation in the field of education (further - the Olympic Games of school students), within 4 years following after a year of holding the corresponding Olympic Games are granted the following special right for admission to training in Bachelor’s degree programs and Specialist’s programs in the specialties and (or) the training courses corresponding to the profile of the Olympic Games of school students:

without entrance tests admission to the training in Bachelor’s degree programs and Specialist’s programs in the specialties and (or) the training courses corresponding to the profile of the Olympic Games of school students

28. The privilege by means of equating with the persons who got the maximum number of points in the Unified State Examination (100 points) in a general educational subject is provided to the persons specified in paragraph 24 and 27 of the Admission Rules if the general educational subject corresponds to the Olympic Games profile.

29. The special rights specified in paragraph 27 of the Admission Rules, the privilege specified in paragraph 28 of the Admission Rules are provided to winners and prize-winners of the Olympic Games of school students (except for the creative Olympic Games and the Olympic Games in area of physical culture and sport) if the results of USE are not lower than 75 points.

4. Entrant’s individual achievements and admission to training

30. Entrants of FSBEI HE "BrSU" entering to training in Bachelor’s degree programs and Specialist’s programs have the right to provide data on the individual achievements which results are considered at acceptance on training.

The results of individual achievements is performed by adding points for individual achievements and (or) as privilege at equality of the amount of competitive points.

The points added for individual achievements are joined to the amount of competitive points.

Entrants submit the documents confirming receiving the results of individual achievements.

31. For admission to the training in Bachelor’s degree programs and Specialist’s programs of FSBEI HE "BrSU" the points are added for the following individual achievements:

1) availability of the status of the champion and prize-winner of the Olympic Games, Paralympic Games and Deaflympics, the world champion, the champion of Europe, the person who won the first place in the world championship, the championship of Europe in sports included in the programs of the Olympic Games, Paralympic Games and Deaflympics, availability of a gold distinction of the All-Russian sports complex "Ready to Work and Defense" (RWD) and the government approved certificate to it – 5 points;

2) availability of the certificate on the secondary general education with honors or the certificate on the secondary general education (the secondary (complete) general education) containing data on rewarding with a gold or silver medal – 5 points;

3) availability of the diploma on secondary vocational education with honors – 5 points;

4) carrying out volunteer (voluntary) activity (if from the end date of the period of implementation of the specified activity to the end day of the documents acceptance and entrance tests passed no more than four years) – 2 points;

5) participation and (or) results of participation in the Olympic Games (not used for receiving the special rights and (or) privileges for enrolment to training in specific conditions of admission and to the specific bases of admission) and other intellectual and (or) creative contests, sports actions and sporting events held for the purpose of identification and support of the persons who showed outstanding capabilities:

- the All-Russian level – 3 points;

- district, regional, high school levels – 2 points;

- city, school levels – 1 point;

For admission to training in Bachelor’s degree programs, Specialist’s programs the entrant can be totally added no more than 10 points for individual achievements.

If the score, added for the individual achievements provided by the entrant specified in the paragraph "1" - "5", exceeds 10 points, the maximum number of points – 10 is exposed to the entrant.

While placing the ranged competitive lists the score and the number of points for each individual achievement are specified.

5. Informing on admission to training

32. The entrant and (or) his parents (legal representatives) are acquainted with the charter, with the license for implementation of educational activity, with the certificate on the state accreditation, with the educational programs and other documents regulating the organization and implementation of educational activity, the right and duty of trained.

When carrying out the admission on a competitive basis the entrant is also provided with information on the held competition and on results of its carrying out.

33. For the purpose of informing on admission to the training FSBEI HE "BrSU" posts the information on the official site, and also provides free access to the building of FSBEI HE "BrSU" to the information placed at the information stand of a selection committee.

On the official site and at the information stand are placed:

1) not later than November 16th , 2015:

a) Admission Rules;

b) the number of places for admission to training on different conditions of enrolment:

within planned figures (with indication of a special quota);
under agreements on rendering fee-paying educational services;

c) information on terms of carrying out admission, including on the terms of the beginning and the end of documents acceptance necessary for enrolment, carrying out entrance tests, the end of acceptance of applications on enrolment consent at each stage of enrolment;

d) on different conditions of enrolment:

the list of entrance tests with indication of priority of entrance tests when ranging the lists of entrants;
minimum number of points;
information on forms of carrying out the entrance tests conducted by the organization independently;

e) information on the special rights and privileges;

e) information on the individual achievements of entrants;

g) information on the possibility of on-line submission of documents;

h) information on the features of carrying out entrance tests for persons with limited opportunities of health, disabled people;

i) information on carrying out entrance tests with use of remote technologies (in case of carrying out such entrance tests);

j) rules of giving and consideration of appeals by results of the entrance tests conducted by the organization independently;

k) information on need (lack of need) of entrants’ passing obligatory preliminary medical examination (inspection);

l) programs of the entrance tests conducted by the organization independently;

m) sample of the agreement on rendering fee-paying educational services;

o) information on the places of documents acceptance necessary for enrolment;

o) information on postal addresses for sending the documents necessary for enrolment;

p) information on e-mail addresses for on-line sending the documents necessary for enrolment (if such opportunity is provided by the Admission Rules approved by the organization independently);

c) information on availability of the hostel(s);

2) not later than June 1st :

a) the number of places for admission to training within planned figures in different conditions of enrolment with indication of a special quota and a target quota;

b) information on the special rights and privileges caused by levels of the Olympic Games of school students - on different conditions of enrolment;

c) information on the number of places in hostels for the non-resident entrants;

d) the schedule of entrance tests (with indication of places where they are carried out).

34. Since the beginning day of documents acceptance for the training at the official site and at the information stand information on the number of the submitted applications, and also lists of the persons who filed the documents necessary for enrolment with selection of lists of the persons having the right to admission without entrance tests, the persons having the right to admission within a quota among the persons having the special right, the persons within a quota of target acceptance and the entrants entering on the basis of results of USE and (or) by results of the entrance tests conducted by FSBEI HE "BrSU" independently is placed. The specified lists and information on the number of the submitted applications are updated daily.

6. Acceptance of the documents necessary for enrolment

35. Entrants for the training in Bachelor’s degree programs or Specialist’s programs have the right to submit the application (statements) for admission at the same time no more than to 5 organizations of the higher education and to participate in competition no more than on 3 specialties and (or) training courses at FSBEI HE "BrSU".

Entrants for the training in Master’s degree programs have the right to submit the application and to participate in competition no more than according to 2 Master’s degree programs within 2 training courses of Master’s training at FSBEI HE "BrSU".

36. Entrants can submit at the same time the application (statements) for acceptance for training to FSBEI HE "BrSU" in different forms of education, on different Bachelor’s degree programs within the training course (on Specialist’s programs within specialty) on the different conditions specified in paragraph 9 of Admission Rules and also the statement (statements) for admission without entrance tests (in the presence of the appropriate special right).

37. Entrants entering to FSBEI HE "BrSU".at the same time on the different conditions specified in paragraph 36 of Admission Rules submit several applications.

38. Entrants use each of the following special rights for admission to the training in Bachelor’s degree programs or Specialist’s programs at the expense of budgetary allocation only on one educational program for the entrant’s choice (regardless of number of grounds causing the appropriate special right):

the right to acceptance specified in paragraph 24 of Admission Rules without entrance tests;
the right to acceptance specified in paragraph 25 of Admission Rules within a special quota;
the right to acceptance specified in paragraph 27 of Admission Rules without entrance tests.

39. Each of the special rights specified in paragraph 38 of Admission Rules can be used by the entrant within one educational program at simultaneous applying for training on different conditions of enrolment and (or) different grounds of admission.

40. Along with filing the application on admission with use of each of the special rights specified in paragraph 38 of Admission Rules, the entrant has the right to submit the application (statements) for admission without use of the specified special rights to FSBEI HE "BrSU". to the same and (or) other educational programs.

41. Documents acceptance, necessary for admission, is carried out at the buildings of FSBEI HE "BrSU", representations of FSBEI HE "BrSU". Acceptance of the specified documents can be carried out at the buildings of other organizations.

42. The documents, necessary for admission, are represented (are sent) to FSBEI HE "BrSU" with one of the following methods:

1) are represented personally by entrant (authorized representative) to FSBEI HE "BrSU", including:

to the place of its location;

to the authorized officer of FSBEI HE "BrSU" who carries out documents acceptance in the building of representation of FSBEI HE "BrSU" or in the building of other organization;

2) are sent to FSBEI HE "BrSU" through operators of a public mail service;

3) are sent to FSBEI HE "BrSU". by e-mail.

43. If the documents, necessary for admission, are represented FSBEI HE "BrSU" by entrant (authorized representative), the receipt in documents acceptance is issued to entrant (authorized representative).

44. If the documents necessary for admission, are sent through operators of a public mail service or by e-mail the specified documents are accepted if they came to FSBEI HE "BrSU" not later than before the end date of the documents acceptance set by the Admission Rules.

45. The following data are stated by entrant in the application for admission:

1) surname, name, middle name (in the presence);

2) date of birth;

3) data on nationality (lack of nationality);

4) essential elements of the identity document (including the information on when and who issued the document);

5) data on the fact that entrant is the person recognized as the citizen, or the person who was constantly living in the territory of the Crimea (for entrants, being such persons);

6) data on the education and the education document meeting the requirements specified in paragraph 3 of Admission Rules;

7) conditions and grounds of admission to training;

8) entering to the training in Bachelor’s degree programs or Specialist’s programs - data on entrant’s availability or absence of the special rights (in the presence of the special rights - with indication of data on the documents confirming availability of such rights);

9) entering to the training in Bachelor’s degree programs or Specialist’s programs - data on Unified State Examination and its results (in the presence of several results of USE which validity period did not expire, it is specified what results of USE and on what general educational subjects it should be used);

10) entering to training in Bachelor’s degree programs or Specialist’s programs - data on intention to participate in competition by results of general education entrance tests of FSBEI HE "BrSU" carried out by FSBEI HE "BrSU" independently (with indication of the grounds for participation in competition by results of such entrance tests and the list of entrance tests);

11) information on the necessity of special facilities for the health of entrant in connection with its limited opportunities or disability when carrying out entrance tests (with indication of the list of entrance tests and special facitities);

12) information on the availability or absence of entrant’s individual achievements (in the presence - with indication of the information about them);

13) information on the availability or absence of accommodation needs for providing accommodation in the hostel during training;

14) the postal address and (or) an e-mail address (at the request of entrant);

15) the way of returning the documents in case if entrant isn’t admitted to the training (in case of submission of originals of documents).

46. In the application for admission the following facts are fixed with the assurance by the entrant’s personal signature:

1) entrant’s acquaintance (including through public information systems):

with the copy of the license for carrying out educational activity (with the application);
with the copy of the certificate on the state accreditation (with the appendix) or with information on lack of the specified certificate;
with information on the granted the special rights and privileges for admission to training in Bachelor’s degree program and Specialist’s programs;
with dates of completion of acceptance of applications on the approval for enrolment ;
with Admission Rules of FSBEI HE "BrSU", including the rules of submission of the appeal on the results of entrance tests;

2) entrant’s approval on personal data processing;

3) entrant’s acquaintance with the information on the need of indicating authentic data and submission of authentic documents in the application for admission;

4) entering to the training to the places within planned figures:

entering to the training in Bachelor’s degree program and Specialist’s programs - absence of Bachelor's degree, the diploma of the specialist, Master’s degree;
entering to the training in Master’s program - absence of the diploma of the specialist, the Master’s degree; except for entrants having the higher education confirmed by the assignment of qualification "certified specialist";

5) entering to the training in Bachelor’s degree program and Specialist’s programs:

confirmation of simultaneous filing of the applications on acceptance no more than in 5 organizations of the higher education, including FSBEI HE "BrSU",
for submission of several applications for admission to the training in FSBEI HE "BrSU", - confirmation of simultaneous filing of the applications on acceptance no more than on 3 specialties and (or) the training courses in FSBEI HE "BrSU";

6) entering to the training in Bachelor’s degree program and Specialist’s programs on places within planned figures on the basis of the special rights:

confirmation of filing the application on acceptance on the basis of the appropriate special right only in entering to the training in Bachelor’s degree program and Specialist’s programs;
for submission of several applications for admission on training in FSBEI HE "BrSU", - confirmation of filing the application on acceptance on the basis of the appropriate special right only for this educational program.

47. While submitting the application for admission to training the entrant represents:

the document (documents) proving the identity, nationality.

2) if the entrant is the person recognized as the citizen, or the person who was constantly living in the territory of the Crimea - the document (documents), confirming that such person in accordance with the terms of reference to number of specified persons, established by Federal No. 6-FKZ, constitutional by the law from March 21, 2014, "On admission to the Russian Federation of the Republic of Crimea and formation of new subjects - the Republic of Crimea and the federal city of Sevastopol as a part of the Russian Federation and (or) the Federal law No. 84-FZ;

3) the government approved document meeting the requirements specified in paragraph 3 of the Admission Rules (entrant can provide both the document on the secondary general education, and the document on an secondary vocational (primary vocational) or the higher education).

Submitting the document on education of the foreign state the entrant submits the certificate on recognition of foreign education, except for the following cases:

submission of the document on education of the foreign state which corresponds to part 3 of article 107 of the Federal law No. 273-FZ;
submission of the education document which model is approved by the Cabinet of Ukraine if the owner of the specified document is the person recognized as the citizen, or the person who was constantly living in the territory of the Crimea;

4) for the entrants, specified in the subparagraph "a" of paragraph 1 of paragraph 20 of the Admission Rules, willing to participate in competition by results of general education entrance tests for the separate categories of entrants - the document confirming disability;

5) in need of creation of special facilities when carrying out entrance tests - the document confirming the limited opportunities of health or disability demanding creation of the specified conditions;

6) for handicapped children, disabled people of the first and the second groups, disabled people since the childhood, disabled people owing to the military injury or a disease got during military service - the conclusion of federal institution of medico-social examination about absence of contraindications for training in the relevant organizations;

7) for use of the special right or benefit by winners and prize-winners of the All-Russian Olympic Games, - the document, confirmatory that arriving is a winner or the prize-winner of the final stage of the All-Russian Olympic Games of school students;

8) for use of the special right or privilege by winners and prize-winners of the IV stage of the All-Ukrainian student's Olympic Games, - the document, confirming that entrant became the winner or the prize-winner of the IV stage of the All-Ukrainian student's Olympic Games;

9) for use of the special right or privilege by members of national teams of the Russian Federation - the document, confirming that entrant was included in the number of members of a national team;

10) for use of the special right or privilege by the members of national teams of Ukraine specified in paragraph 24 of Admission Rules, - the document, confirming that entrant was included in number of members of a national team;

11) for use of the special right by champions and prize-winners in the field of sport - the document confirming the status of the specified champion or prize-winner;

12) for use of the right to admission within a special quota - the document, confirming that entrant is among the corresponding persons, including persons from among orphan children and children without parental support, before age of 23;

13) for use of the privilege of the enrolment specified in paragraph 26 of Admission Rules, - the document, confirmatory that arriving is among the corresponding persons, including persons from among orphan children and children without parental support, before achievement of age by them 23 years;

14) for use of the special right or privilege by winners and prize-winners of the Olympic Games of school students – the document, confirming that entrant is a winner or the prize-winner of the Olympic Games of school students;

15) the documents confirming individual achievements of the entrant which results are considered for admission to the training according to these admission rules (are represented at the discretion of entrant);

16) 2 photos of entrant - for the persons entering by results of the entrance tests carried out by FSBEI HE "BrSU" independently.

48. Entrants can submit originals or copies of the documents filed for acceptance. Assurance of copies of the specified documents is not required.

While filing the application for admission entrants can submit the application for approval to enrolment with the application of the original document (according to paragraph 85 of Admission Rules) for admission to training to places within target figures:

on the basis of the special right specified in paragraph 24 of Admission Rules;
on the basis of the special right specified in paragraph 27 of Admission Rules;
within a special quota;
within a target quota.

49. The document specified in subparagraph 4 or 5 of paragraph 47 of Admission Rules is accepted by FSBEI HE "BrSU" if the term of its action expires not earlier than the day of filing of application for admission, the document specified in subparagraph 6, either 12, or 13 of paragraph 47 of Admission Rules, - if the term of its action expires not earlier than the end day of documents acceptance and entrance tests.

Entrants can provide for submission the documents, necessary for admission, the document specified in subparagraph 6, either 12, or 13 of paragraph 47 of Admission Rules which validity period expires before the end day of documents acceptance and entrance tests, but not earlier than the day of filing of application for admission. At the same time the appropriate rights are granted to the entrant if before the end day of documents acceptance and entrance tests inclusive the document which validity period expires not earlier than the specified day is submitted.

If in the document specified in subparagraph 4, either 5, or 6, or 12, or 13 of paragraph 47 of Admission Rules, the term of its action is not specified, the term is accepted equal to year, since the document date of receipt.

The document specified in subparagraph 7, either 8, or 9, or 10 or the 14 of paragraph 47 of Admission Rules, is accepted by FSBEI HE "BrSU" taking into account the term specified respectively in paragraph 24 or 27 of Admission Rules.

50. The application for admission to the training is submitted in Russian, the documents executed in a foreign language - with the translation into Russian certified in accordance with the established procedure. The documents received in the foreign state are represented legalized in the order set by the legislation of the Russian Federation or with putting down of an apostille (except as specified when in accordance with the legislation of the Russian Federation and (or) the international treaty legalization and putting down of an apostille are not required). Requirements of legalization, putting down of an apostille and representation of the translation into Russian certified in accordance with the established procedure are not imposed to the documents issued according to the legislation of Ukraine and represented by the persons recognized by citizens, and the persons who were constantly living in the territory of the Crimea.

51. In case of submission by the entrant statement containing not all data provided by the Admission Rules and also in case of representation of an incomplete set of documents and (or) mismatch of the filed documents to the requirements set by the Admission Rules, FSBEI HE "BrSU" returns documents to the entrant:

in case of the submission of documents to FSBEI HE "BrSU" personally by the entrant (authorized representative) - on the day of the submission of documents;

in case of sending the documents through operators of a public mail service or by e-mail - within 3 working days after day of receipt of documents in the organization.

52. For admission to the training in the specialties and the training courses included into the list of specialties and training courses, for admission to training in which entrants have to undergo obligatory preliminary medical examinations (inspections) in the order set by the execution of an employment agreement or the office contract on the corresponding position or specialty, approved as the order of the Government of the Russian Federation of August 14, 2013 N 697, entrant submits the original or the copy of the medical certificate (conclusion).

53. FSBEI HE "BrSU" performs the checking of the reliability of the data specified in the application for admission, and authenticity of the filed documents. When carrying out the specified checking FSBEI HE "BrSU" has the right to address in the corresponding state information systems, the state (municipal) bodies and the organizations.

54. The filed documents received within the organization, the entrant’s personal record is formed in which the specified documents, materials of entrance tests, including the documents connected with the appeal and also originals and (or) copies of powers of attorney provided to FSBEI HE "BrSU" by authorized representatives.

55. At any step of admission to the training until the publication of the order on enrolment entrant has the right to withdraw the filed documents, having submitted the application for their withdrawal by the method specified in paragraph 42 of Admission Rules with indication of a method of return of documents (transferring to the person which withdrew the filed documents (authorized representative), sending through operators of a public mail service).

56. If for admission to the places within planned figures (under agreements on rendering fee-paying educational services) entrant (authorized representative) submits the application for a withdrawal of documents before the completion of procedures of enrolment on the corresponding conditions of admission to the places within planned figures (on places under agreements on rendering fee-paying educational services), the filed documents are issued:

within two hours after application filing - in case of application filing not later than 2 hours until the end of the working day;
within the first two hours of the next working day - in case of application filing less than in 2 hours until the end of the working day.

57. In case of a withdrawal of documents (except for the case specified in paragraph 56 of the Admission Rules) or without submission the originals of the documents provided by the person entering on the places within planned figures (on places under agreements on rendering fee-paying educational services), return within 20 working days after a withdrawal of the filed documents or after completion of procedures of enrolment on the corresponding conditions of admission to the places within planned figures (to the places under agreements on rendering fee-paying educational services) according to the return method specified in the statement for a withdrawal of the filed documents or in the application for admission.

7. Entrance tests

58. Entrance tests are carried out in writing, in the form of testing.

59. Entrance tests are carried out in Russian.

60. One entrance test is carried out at the same time for all entrants or at different time for the different groups of entrants (including the process of forming of the specified groups from the number of the persons who filed necessary documents).

For each group of entrants one entrance test is carried out on the same day. At the request of entrants an opportunity to take more than one entrance test on the same day is given.

61. FSBEI HE "BrSU" carries out a uniform entrance test within several tenders.

62. Entrant takes each entrance exam once only.

63. The persons who don’t take the entrance exam due to the reasonable excuse (the illness or other circumstances documented) are allowed to write an entrance test on a reserve day.

64. During entrance tests their participants and the persons involved in their carrying out are forbidden to have and use means of communication

65. If the entrant violates the code of behavior at the audiences during the entrance tests, authorized officers have the right to remove from the entrance test with drawing up the act of removal.

66. The results of an entrance test are posted on the official site and at the information stand no later than on the third working day after carrying out of an entrance test.

8. Features of carrying out entrance tests for physically challenged and disabled people

67. FSBEI HE "BrSU" provides carrying out entrance tests for entrants from among physically challenged and (or) disabled people (further - physically challenged) taking into account features of their psychophysical development, their individual opportunities and a state of health (further - specific features).

68. At FSBEI HE "BrSU" the material facilities providing a possibility of easy access of the physically challenged entrants to audiences, toilet and other rooms, and also their stay in the mentioned places are created.

69. Presence of the assistant from among the staff of FSBEI HE "BrSU" or the involved persons providing technical assistance to the physically challenged entrants taking into account their specific features (to take a workplace, to move, read and issue a task, to communicate with the teachers who are carrying out an entrance test) is allowed at the audience during the entrance test.

70. Duration of an entrance test for physically challenged entrants increases on a decision of the organization, but no more than for 1,5 hours.

71. Physically challenged entrants are provided with the information on the order of carrying out entrance tests in a form, available to them.

72. During the entrance test physically challenged entrants can use the technical means necessary for them in connection with their specific features.

73. The conditions specified in paragraph 67-72 of Admission Rules are provided to entrants on the basis of the application for admission containing data on the need of creation of the corresponding special conditions.

9. General rules of filing and consideration of appeals

74. By the results of the entrance test carried out by FSBEI HE "BrSU" independently entrant (authorized representative) has the right to submit to the appeal commission the appeal on violation of the established procedure of carrying out an entrance test and (or) disagreement with the received assessment of entrance test results.

75. The appeal is submitted by entrant personally on the day of the declaration of entrance test results. The appeal on the violation of an established procedure of carrying out of an entrance test is submitted on the day of carrying out an entrance test.

76. Entrant (authorized representative) has the right to be present at the consideration of the appeal. One of parents or legal representatives has the right to be present with the minor entrants (up to 18 years), except for the minors recognized according to the law completely capable before coming the age of majority.

77. The decision on the change of the results’ assessment of an entrance test or staying the specified assessment without change is brought to the attention of entrant (authorized representative). The fact of acquaintance of entrant (authorized representative) with a decision of the appeal commission is certified by the signature of an entrant (authorized representative).

10. Making the lists of entrants and enrolment for training

78. By the results of documents acceptance and (or) entrance tests FSBEI HE "BrSU" makes the lists of entrants on each separate competition on different conditions of admission.

Within planned figures the separate lists of entrants are made:

for the places within a special quota;
for the places within a target quota;
for the main places within planned figures (further - the main places).

79. The list of entrants on each separate competition includes the list of entrants without entrance tests and the list of entrants entering by the results of USE and (or) entrance tests (further - results of entrance tests).

Enrolment by the results of entrance tests is carried out for the places which are left after enrolment without entrance tests within the corresponding list of entrants.

80. The list of entrants without entrance tests are ranged on the following bases:

according to the status of the persons having the right for admission without entrance tests in the following order:

a) members of national teams of the Russian Federation and members of national teams of Ukraine specified in the subparagraph 2 of paragraph 24 of Admission Rules;

b) winners of the All-Russian Olympic Games of school students and winners of the IV stage of the All-Ukrainian student's Olympic Games specified in the subparagraph 2 of paragraph 24 of Admission Rules;;

c) prize-winners of the All-Russian Olympic Games of school students and prize-winners of the IV stage of the All-Ukrainian student's Olympic Games specified in the subparagraph 2 of paragraph 24 of Admission Rules;;

d) champions (prize-winners) in the field of sport;

e) winners of the Olympic Games of school students;

e) prize-winners of the Olympic Games of school students;

for the persons specified in each of subparagraphs "a" and "е" the subparagraph of 1 this paragraph- on the decrease of number of the points added for individual achievements;
for equal number of points on the criteria specified in subparagraphs 1 and 2 of this paragraph the entrants having the privilege occupy higher place in the list.

81. The list of entrants by results of entrance tests is ranged on the following bases:

on decrease of the amount of competitive points;
at equality on the number of competitive points - on the decrease of the number of competitive points added by the results of entrance tests and (or) on the decrease of the number of points added by the results of separate entrance tests according to the priority of entrance tests;
for equal number of points on the criteria specified in subparagraphs 1 and 2 of this paragraph the entrants having the privilege occupy higher place in the list.

The amount of competitive points is calculated as a score for each entrance test, and also for individual achievements.

82. The following data are specified on the lists of entrants:

for everyone entering without entrance tests: the acceptance basis without entrance tests;
the number of points for individual achievements;
availability of the privilege for enrolment;
for everyone entering by the results of entrance tests:
the number of competitive points;
the number of points for each entrance test;
the number of points for individual achievements;
availability of the privilege for enrolment;
availability of the statement for a consent for enrolment (submitted according to paragraph 85 of Admission Rules).

83. The lists of entrants are posted on the official site and at the information stand. The lists of entrants are updated daily (no later than at the beginning of the working day) before the publication of the relevant orders on enrolment.

84. At each step of admission FSBEI HE "BrSU" determines the end day of reception of applications for approval to enrolment (for enrolment on places within planned figures according to Bachelor’s degree and Specialist’s programs for full-time, full time and correspondence and correspondence forms of training - according to paragraph 85 of Admission Rules).

85. For enrolment entrant submits the applications for approval to enrolment to which the original document set by the government is enclosed for admission to places within planned figures, for admission to the places under agreements on rendering fee-paying educational services - the original document set by the government or its copy certified in accordance with the established procedure or its copy with presentation of the original for approval of the copy to the selection committee (further - the applications for approval to enrolment) is enclosed. The enclosure of the original document set by government is not demanded if it was provided to FSBEI HE "BrSU" earlier (at filing the application for admission or the previous applications for approval to enrolment).

Conditions and basis for admission according to which entrant wants to be enlisted are specified in the application for approval to enrolment. The specified application is certified by the entrant’s signature and moves to FSBEI HE "BrSU" no later than before the end day of reception of application for approval to enrolment. On the end day of reception of application for approval to enrolment the specified application moves to FSBEI HE "BrSU" till 16 o'clock (local time).

86. Entrants who have submitted the application for approval to enrolment are subject to enrolment. Enrolment is carried out according to the ranged list before the filling assigned number of places.

87. For admission for the places within planned figures in Bachelor’s degree programs and Specialist’s programs for full-time courses the enrolment procedures are carried out in the following terms:

July 27th - placement of the lists of entrants on the official site and at the information stand ;
step of the priority enrolment - enrolment without entrance tests, enrolment on places within a special quota and a target quota (further - places within quotas):

July 28th - the reception of the application for approval to enrolment from the persons entering without the entrance tests, entering on places within quotas comes to the end if specified persons at the same time have submitted applications for admission to two or more organizations of the higher education;

July 29th - the order (orders) for enrolment of the persons submitted the application for approval to enrolment from among the entrants without the entrance tests entering on places within quotas is issued;

enrolment by results of entrance tests for the main places which were left after enrolment without entrance tests (further - the main competitive places):

a) the first stage of enrolment for the main competitive places - enrolment for 80% of the specified places (if 80% makes up fractional number, round up is performed):

August 1st - the reception of application for approval to enrolment from the persons included into the lists of entrants for the main competitive places and persons willing to be enlisted at the first step of enrolment for the main competitive places comes to the end;

within each list of entrants the persons submitted the application for approval to enrolment before filling of 80% of the main competitive places are selected (round up is taken into account);

August 3rd - the order (orders) for enrolment of the persons submitted the application for approval to enrolment before the filling of 80% of the main competitive places is issued;

b) the second step of enrolment for the main competitive places - enrolment for 100% of the specified places:

August 6th -the reception of application for approval to enrolment from the persons included into the lists of entrants for the main competitive places comes to the end;

within each list of entrants the persons submitted the application for approval to enrolment before the filling of 100% of the main competitive places are selected;

August 8th - the order (orders) for enrolment of the persons submitted the application for approval to enrolment before the filling of 100% of the main competitive places is issued.

88. The persons enlisted within a special quota are excluded from the lists entering for the main competitive places on the same conditions of admission

89. The blank places within quotas can be used for enrolment of the persons entering without entrance tests for the main places. After completion of enrolment of the persons entering without entrance tests, the persons entering for places within quotas, the blank places within quotas are added to the main competitive places on the same conditions of admission.

90. For admission to the training for places within target figures in Bachelor’s degree programs and Specialist’s programs for full-time training at FSBEI HE "BrSU" entrants can submit twice the application for approval to enrolment with indication of different conditions and (or) bases of admission.

If entrant has submitted the application for approval to enrolment and after that repeatedly submits the application for approval to enrolment to FSBEI HE "BrSU" or withdraws the filed documents, then he or she at the same time submits the declaration of refusal of enrolment according to the earlier submitted application for approval to enrolment or the application for dismissal from that place on which one is enlisted in this organization at one of the previous enrolment step.

91. The places being vacant as a result of expel of the persons enlisted for training are added to the main competitive places on the same conditions of admission.

92. For admission to the training in Bachelor’s degree programs and Specialist’s programs for full-time training for the places under agreements on rendering fee-paying educational services, the reception of applications for approval to enrolment and the original document set by government or its copy certified in accordance with the established procedure or its copy with presentation of the original for assurance of the copy a selection committee comes to the end on August 20th.

93. For admission to the training in Master’s degree programs in full-time, full-time and correspondence and correspondence forms of education for the places within planned figures, the reception of applications for approval to enrolment and the original document set by government comes to the end on August 20th.

For admission to the training in Master’s degree programs in full-time, full-time and correspondence and correspondence forms of education for the places under agreements on rendering fee-paying educational service the reception of applications for approval to enrolment and the original document set by government comes to the end on August 20th .

94. For admission to the training in Bachelor’s degree programs and Specialist’s programs in correspondence forms for the places within planned figures, the reception of applications for approval to enrolment and the original document set by government from the persons included in the competitive list comes to the end on August 25th.

For admission to the training in Bachelor’s degree programs and Specialist’s programs in correspondence forms for the places under agreements on rendering fee-paying educational services, the reception of applications for approval to enrolment and the original document set by government or its copy certified in accordance with the established procedure comes to the end on October 14th .

95. For admission to the training in Master’s degree programs in correspondence form of education for the places within planned figures, the reception of applications for approval to enrolment and the original document set by government comes to the end on August 20th.

For admission to the training in Master’s degree programs in correspondence form of education under agreements on rendering fee-paying educational services, the reception of applications for approval to enrolment and the original document set by government or its copy certified in accordance with the established procedure comes to the end on September 25th .

96. Enrolment to the training comes to the end not later than 10 days before the beginning of the academic year.

The orders for the enrolment to the training are posted on the day of their placement on the official site and at the information stand and are available to users within 6 months from the date of their placement.

11. Features of the organization of target admission

97. FSBEI HE "BrSU" carries out target admission within the planned figures.

The quota of target admission for the training in Bachelor’s degree programs, Specialist’s programs, Master’s degree programs for each specialty and for each course of training is annually established by the Ministry of Education and Science of the Russian Federation.

98. Target admission is carried out within the set quota on the basis of the agreement on target admission signed by the organization with the federal state body which signed the agreement on target training with the citizen, public authority of the subject of the Russian Federation, local government, the public (municipal) institution, the unitary enterprise, the state corporation, state company or economic society at which authorized capital there is a share of the Russian Federation, the subject of the Russian Federation or municipality (further - customers of target admission).

99. Essential terms of the contract on the target admission are:

a) obligations of FSBEI HE "BrSU" for the organization of target admission of the citizens who signed the agreement on target training;

b) obligations of the body or the organization specified in paragraph 98 of Admission Rules for the organization of educational and work practice of the citizen who signed the agreement on target training.

100. Data on the entrants who signed the agreement on the target training with admitting institute or organization are specified in the list of entrants for the places within a quota of target admission.

101. On the list of the persons submitted the applications, and on the list of entrants for the places within a quota of target admission the data relating to the target admission for the benefit of the safety of the state are not specified.

12. Features of carrying admission of foreign citizens and persons without citizenship

102. Foreign citizens and persons without citizenship have the right to the higher education due to the budgetary allocations according to international treaties of the Russian Federation, federal laws or the quota on education for foreign citizens and persons without citizenship set by the Government to the Russian Federation (further - a quota on education for foreign citizens), and also at the expense of means of natural persons and legal entities according to agreements on rendering fee-paying educational services.

103. Admission of foreign citizens and persons without citizenship, including the compatriots living abroad within a quota on education for foreign citizens is performed on the assignment of the federal executive authority performing functions on development of a state policy and normative legal regulation in the field of education. Enrolment of foreign citizens and persons without citizenship within a quota on education for foreign citizens is made out by the separate order (orders) of the organization.

104. The foreign citizens and persons without citizenship who are the compatriots living abroad have the right to the higher education on an equal basis with citizens of the Russian Federation on condition of observance by them of requirements, stipulated in Clause 17 Federal laws of May 24, 1999 N 99-FZ "On a state policy of the Russian Federation concerning compatriots abroad" (further - the Federal law N 99-FZ).

105. The special rights for admission to the training in Bachelor’s degree programs and Specialist’s programs provided according to the Federal law No. 273-FZ do not extend to the compatriots living abroad and not being citizens of the Russian Federation if other is not provided by the international treaty of the Russian Federation.

106.For submission of the documents for admission to the training of the foreign citizen or the person without citizenship specifies the identity document entry, or the identity document of the foreign citizen in the Russian Federation or the identity of the person without citizenship in the Russian Federation according to article 10 of the Federal law of July 25, 2002 N 115-FZ "On a legal status of foreign citizens in the Russian Federation" (further - the identity document of the foreign citizen), and submits the original or the copy of the identity document, nationality, or the identity document of the foreign citizen.

107. For admission to the training according to article 17 of the Federal law No. 99-FZ the compatriot represents in addition to the documents specified in paragraph 47 of Admission Rules, originals or copies of documents, stipulated in article 17 Federal laws No. 99-FZ.

13. Features of carrying out admission of the persons who are the residents of the Crimea

108. For persons who are recognized as citizens of the Russian Federation according to the Federal constitutional law of March 21, 2014 No. 6-FKZ "On admission to the Russian Federation of the Republic of Crimea and education as a part of the Russian Federation of new subjects - the Republic of Crimea and the federal city of Sevastopol" (The Russian Federation Code, 2014, No. 12, Art. 1201; No. 22, Art. 2766; No. 30, Art. 4203; No. 45, Art. 6129; 2015, No. 1, Art. 1 - 3), and persons who are the citizens of the Russian Federation who were the residents on the date of admission to the Russian Federation of the Republic of Crimea in the territory of the Republic of Crimea or in the territory of the federal city of Sevastopol and were trained according to the state standard and (or) the curriculum of the general secondary education approved by the Cabinet of Ukraine (further respectively - the persons recognized as citizens; the citizens who were the residents in the territory; together - the persons who are the residents of the Crimea), places within planned figures of admission as it should be, in numbers and on conditions which are set to the Ministry of Education and Science of the Russian Federation are selected.

109. Admission within planned figures is performed separately (with carrying out separate competition):

for the selected budget places;
for other budget places (further - the general budget places).

The persons who are the residents of the Crimea can enter on the selected budget places and (or) on the general budget places.

110. For admission to the training in Bachelor’s degree programs and Specialist’s programs on the selected budget places and on the places under agreements on rendering fee-paying educational services, the following features are established:

for admission to the training based on the secondary general education or based on the vocational education 2 entrance tests are established: Russian (in the form of interview) and mathematics (in the form of testing);
admission for the training is performed at the choice of entrants on the basis of results of the USE and (or) by results of the entrance tests conducted by the organization independently.

111. Admission of the persons who are the residents of the Crimea for the general budget places is performed without use of special conditions of admission (item 108). Admission of the persons who are the residents of the Crimea for the general budget places for the training in Bachelor’s degree programs and Specialist’s programs is performed by the results of USE, except for separate categories of citizens who can take the entrance tests conducted by the organization independently (item 20).

112. Entrants have the right to declare the results of USE as results of entrance tests.

113. For admission of the persons who are the residents of the Crimea the same conditions for implementation of special and preferential rights, as for other citizens of the Russian Federation are considered.

114. For the places under agreements on rendering fee-paying educational services admission of persons which are the residents of the Crimea on special conditions of admission and without use of special conditions of admission it is performed separately (with carrying out separate competition). Admission to the training is performed at the choice of entrants on the basis of the results of the USE and (or) by the results of the entrance tests conducted by the organization independently.

115. For admission to the training in Bachelor’s degree programs and (or) Specialist’s programs of the person who is the residents of the Crimea can arrive to the training at the same time for the selected budget and general budget places, and also for the places under agreements on rendering fee-paying educational services, but only for three training courses or specialty.

116. The residents of the Crimea, have the right to submit the application for admission no more than to 3 higher education institutions outside the territory of the Crimea that is fixed by the signature in the application.

117. For admission to the selected budget places:

the term of the beginning of documents acceptance is June 20th ;
the end date of documents acceptance, necessary for admission, from the persons entering to the training without taking entrance tests is July 14th ;
the end date of documents acceptance, necessary for receipt, from the persons entering to the training by the results of the entrance tests which are carried out by FSBEI HE "BrSU" is July 10th ;
the end day of documents acceptance and entrance tests is July 14th .

118. In case of the admission to the training, according to the set features of admission to the training of the persons who are the residents of the Crimea, entrants submits the document (documents), confirming that it belongs to the number of specified persons.

119. Enrolment of the persons who are the residents of the Crimea for the selected budget places:

a) placement on the official site and at the information stand of the lists of entrants-is July 15th ;

b) enrolment of entrants without entrance tests and for the places within quotas:

July 16th , 2016: the admission of the original document set by the government from the persons included in the competitive list and which are constantly living in the Crimea comes to the end;

July 18th , 2016: the order (orders) on enrolment of entrants without entrance tests and on places within the quotas which submitted the original document set by the government is published and posted on the official site and at the information stand;

c) the first step of enrolment on the general competition:

July 18th, 2016: entrants, enlisted on training without entrance tests, and also on places within a quota of admission of the persons having the special rights are excluded from the lists of entrants on the general competition on the same conditions of admission. The number of competitive places on the general competition increases according to paragraph 77 of Admission of Rules;

July 21st, 2016: the admission of the original document set by the government from the persons included in the competitive list, persons interested to be enlisted at the first step of enrolment on the general competition comes to the end. Within each competitive list the persons who submitted the original document set by the government before filling of 80% of competitive places on the general competition are selected;

July 22nd, 2016: the order (orders) on enrolment of the persons which submitted the original document set by the government before filling of 80% of competitive places on the general competition is published and posted on the official site and at the information stand;

d) the second step of enrolment on the general competition:

July 22nd, 2016: the persons enlisted at the first step are excluded from the competitive list according to which they are enlisted. The number of competitive places in competitive lists decreases by the number of the filled places;

July 25th, 2016: the admission of the original document set by the government from the persons included in the competitive list comes to the end. The persons who did not submit the original document set by the government in fixed term, and also who withdrew the specified original documents and are considered as refused enrolment. Within each competitive list the persons who submitted the original document set by the government before filling of 100% of competitive places on the general competition are selected;

July 27th, 2016: the order (orders) on enrolment of the persons who submitted the original document set by the government before filling of 100% of competitive places on the general competition is published and posted on the official site and at the information stand. The vacant budget places are added to the general budget places.
